Yes Can we use enhanced conversions for leads?

Insurance is not one of Google's sensitive categories. Your privacy policy has to say quote details are shared with ad partners to measure ads, and federal privacy law for financial companies allows it with that notice and a data contract in place.

Google only Can we target by age or household income?

Meta and Microsoft ban age and other demographic targeting for insurance ads. Google allows it, but the plan leaves it off, because age and income stand in for protected traits.

Yes Does the quote form need a notice?

A line under the submit button links to the privacy policy and says the information can be used for advertising. Calls and texts get their own checkbox.

PlatformsMeta treats home insurance as a housing ad

Every Meta campaign runs in the housing category: no age or gender targeting, no ZIP codes, a 15-mile minimum radius, and no lookalike audiences.

PlatformsSearch targeting

Google's housing policy doesn't list home insurance, so county and city targeting stays on. Microsoft bars insurance advertisers from using age, gender, or location to personalize or segment ads, so Bing targets whole states only.
